
Cabarroguis, Quirino
In the early years the virgin forest of said place is almost a haven to the primates or the Ifugao Tribe. They were the first inhabitants, enjoying the paradise-like, garden of Eden where different kinds of beautiful birds, chirping and nestling on tall giant trees, with wild life of forest pigs, Antelopes and other wild animals panthers for the clear waters running by with assorted species of fishes that could suffice the daily food consumption. Until a notorious hunter, in the person of Alejandro Tumacder in company of his well trained dogs for hunting, was together with a certain man named Legaspi. They came from afar, Abian, Dupax, Nueva Vizcaya, via- Burgos, Cabarroguis, Quirino and stayed with their families at barangay Luna, now Burgos.
Sometime later, the two decided going up stream by the river fishing and hunting, and settled down in a temporary camp site along the levelled portion of the Tucod river. Fishing is abundant for it has plenty of fish, then their hunting spree began. Their dogs start chasing wild pigs and deer’s. Being guided by his cane (tungkod or sarukod) for Alejandro Tumacder has a leg problem and just to ease him in the hard chase, not knowing he forgot his walking stick done by his amazement of the good catch. He advised his companion to make him another tungkod, to balance his body for the homeward bound to their camping site. Dragging along with them their catch, they met some friendly Ifugao Tribe named Kindipan Binuybuyan, Daulayan Hinadac, and Bullong Cahdingan who shared them some rice, for they don’t have sufficient food, to eat. They just depend on catching fish and hunting as their way of living. Telling them the story of the tungkod which was left behind, so, that place was named by the first group of people as Tucod, in memory of the tungkod which the old man use to keep himself from falling. Noticing the levelled ground, that might be a fertile land, they cleared a parcel of it to be planted with upland rice as sample if the soil is suitable for agricultural crops. After four months duration for its harvest, they are astound for the high yield of the harvest, so they invited more Ilocanos and Ifugao settlers to join in the green pasture, starting kaingins and made some rice paddies as source of livelihood.
Sometime later settlers from the Valley of Malabing, Kasibu, Nueva Vizcaya, walked by foot down stream with Angel Dinamling to spot the crush site of the 3 supersonic Jet planes at the foot of mount Batunlakay. That place is at the southern part of this Barangay. A memorable mountain where the 3 supersonic jet fighters of the US air force met their fate, for their jets have flown too low causing an air pocket bumping the 3 of them at the ill-fated mount Batunlakay. The debris of the crushed jets was found by the people of Malabing, spearheaded by a certain minority of the Ifugao Tribe, named Angel Dinamling. In search of something valuable Bulayungan Guay found a tin Cup with an engraved name McGuino. It is suspected that it belongs to one of the Pilot so the place is called McGuino in memory of that tin cup.
Bulayungan Guay and Dulnuan Agdong were the pioneers of the areas near the foot of the mountain of Mc Guino. Seeing that the place could be inhabited, Dulnuan left his friend Bulayungan, behind to establish a camp and to start a kaingin, leaving him behind going down at the lower portion of the place, settling down along a river bank where he met Alejandro Tumacder & some Ilocanos with him. Some folks from Hungduan Ifugao, in company with Ruben Dinulawan , Paganahon Dumyong, Domingo Cahingon, Binaliw Buahon, had established their temporary shelters to do also their kaingin.
In the following year the place was rapidly occupied by settlers led also by Kindipan Binuybuyan and Daulayan Hinnadac a certain Pinkihan and Abluyan, and Milan Manzano. Jose Nginhena, Nabah-on Bandiling, and Pedro Nagyupan, settling at the Log pond area, now Purok 2. Nungindan Balog, Codamon, Guminiguin Pugong, Guinid Bugayao, Pait Bangadon, settled in the western part of the area. The next batch, were Puguon Ananayo, Malingan, Pugong, who were the occupants of Purok 5, now Ambuklao. A meagre count of Ilocanoes, headed also by some followers of Alejandro Tumacder, Arsenio Mendoza, Damazo Mendoza, from Brgy. Luna or Burgos, Cabarroguis were the settlers of purok 4 and some Ibalois of Benguet Tribe spear headed by Dongiahon and other old folks of their tribe came from Ambuklao Dam, of Bokod, Benguet, to be resettled at the foot of mount Batumbaket, at the Western part, now called Purok 5, Ambuklao; which was named after their place. The terrain was so stiff and with no levelled areas so the Ibaloi settlers went down stream landing at the river bank of the Addalam river naming it Dibibi, where they resided up to these days.
And in due process, they chose Raymundo Dulnuan as appointed leader with his appointed Councilmen, Baguilat Kindipan, Jose Binwag, Arsenio Mendoza, Alejandro Tumacder Jr., Pedro Guay Jr. and Miguel Dulnuan. A helicopter landed at the flat area of the place, the nursery compound of the LLI logging company, now Tucod Centro or Purok 01; alighting from said chopper was the Mayor, Alberto Bumolo, of Kasibu, Nueva Vizcaya, escorted by a certain General Paranes. They summon the settlers for a caucus meeting, regarding the election of their leaders to be legitimized.
After Martial Law was declared in 1972, under the Marcos regime, the appointed leader vacated his position not finishing his term. The young Miguel Dulnuan, was appointed by the majority of the folks to resume the position under the administration of Mayor Bumulo. Of Kasibu, Nueva Vizcaya. This barangay councilman, Barangay Captain has maintained his position until 1981 where Antonio T. Coadamon was chosen as the new Barangay Captain of this Barangay. A primary school was opened through the initiative of the new leaders, they elected a PTCA officer, Mr Pedro Nagyupan and the very first teacher is Mr. Alfredo Pascual provided by the Municipality of Cabarroguis. The members of the Councils are; Kag. No. 01- Alejandro Tumacder Jr., Kag. No. 02- Peter D. Puguon No. 03- Napoleon P. Nagyupan. No.4.Domingo P. Kimayong, Kag. No. 06- Anacleto M. Pumihic, Kag.No., 07- Patricio H. Binumho , with Bonifacio B. Kindipan as Barangay Secretary and Teodoro G. Pinkihan as the Barangay Treasurer. These set of leaders made a recognition from the Municipality of Cabarroguis that eventually accepted this Barangay as part of the Municipality. It was duly created by ____________ in the year 1971 ratified by majority of the residents.
At this time projects are being supported by two municipalities, from Kasibu, Nueva Vizcaya and Cabarroguis, Quirino. The Barangay was then divided into two barangays, upper- Tukod, Kasibu Nueva Vizcaya, under Barangay Captain Vicente Baguilat, and lower- Tucod, Cabarroguis, Quirino, under Barangay Captain Antonio Codamon.
BRGY. Captain Antonio Coadamon was succeeded by a new and young leader, Barangay Captain Moreno B. Nginhena, who garnered his seat in the year 2010, up to the present. The Climax Arimco Mining Corporation had explored in barangay Didipio, Kasibu, Nueva Vizcaya, and later replaced by the Oceana Gold Philippines. Their contract is to operate and mine until 2032 at the Gold mining site, producing tons of Gold as their frontal product. Other minerals were taken by huge dump trucks to the Poro Point of San Fernando, La Union, and by ship to the melting pot of Australia. Barangay Tucod as an adjacent barangay of the Mining site was entitled to receive SDMP funds from this Mining Company.
Barangay Tucod at present has 8 puroks, with Tucod National High School (TNHS) and 3 Elementary Schools. The people are enjoying its fast development from the Barangay Development Funds (BDF) from the Internal Revenue Allotment (IRA), and from the Social Development Management Program (SDMP) of the Oceana Gold Phil. From the SDMP, the compact gravelling and concreting of the access road from kilometer 01-Barangay Dibibi, Cabarroguis, Quirino, up to kilometer 26 at Barangay Didipio, Kasibu, Nueva Vizcaya was nearly completed.
These are the two main source of funds for the Development of this Barangay. Aside from the limited funds available, the residents are known for its unity and cooperation.
All Puroks have at least a church building where believers in Christ meet for a corporate worship every Sunday. The main groups of Christians are Assemblies of God, Roman Catholics and the Union Espiritista.
The people here are mostly farmers planting Banana and vegetables. Some have Rice fields but very limited to four hectares maximum as the widest in area. The residents are now enjoying the fruit of the labor of those who have made much sacrifices in the past especially the Leaders who made the necessary representations of the barangay in offices concerned for developments. They have presented abundant request as we can see now and enjoy the answers to these efforts. The present Leadership is guiding us to the right direction. Their vision will soon be realized with the continuance of the right relationship of all those in the leadership positions and fully supported by every resident. The programs of the government being properly implemented will fast track the development of this community.
We give thanks to the Municipal and Provincial government who are not selfish in providing the necessary knowledge on how to appropriate funds for all infrastructure projects and non-project programs directed towards the holistic approach of development. Their guidance will be considered as the most vital tool for the development of this barangay.
The residents are 98 % Ifugaos followed by a few Ilocanos and some Ibalois. Although majority are from the Tuwali Tribe of Ifugao, many are coming because of the intermarriages. We cannot prevent the fast growing population supposed to compete with the proper development of the society. We can see that changes occur in the lives and environment of every person. If there are changes, it should be growth and development of a person and the community. There should be a progressive process that is undertaken to produce a desired result.
This is how History is made. It may have started from a difficult beginning but end in rejoicing. What is important is we change from the hard start to culminate in a glorious eternity. Praise the Lord we are now where we are and the best is yet to come.
The present Barangay officials are; Moreno B. Nginhena as the Punong Barangay. Alice D. Yaos as the first Kagawad followed by Jhony B. Madlaing, Jocelyne B. Pascua, Junia D. Laglag, Walter D. Puguon, Arnel A. Bahingawan and Josephine Y. Natinol in that order. Rodolfo Jr. D. Dulnuan is the Sangguniang Kabataan Chairperson and Camilo I. Bahingawan is the Indigenous Peoples Mandatory Representative (IPMR). Bonifacio B. Kindipan and Jennifer P. Tamingo are the Barangay Secretary and Treasurer respectively.
There was a local election in the year 2023 for the Sangguniang Barangay and Sangguniang Kabataan . Hon Moreno B. Nginhena has to stepdown for his three terms as Punong Barangay has expired. As a result of this election, Hon. Antonio T. Codamon was elected as Punong Barangay with Jocelyne B. Pascua as the first Kagawad followed by Walter Puguon, Apolonio Nginhena, Jacinto K. Buyuccan, Lauris P. Dulnuan, Moreno B. Nginhena and Junia D. Laglag. Marielle Faith P. Galangi won the Presidency of the Sangguniang Kabataan and Camilo I. Bahingawan was restored as the Barangay IPMR to finish his last term. Bonifacio B. Kindipan and Jennifer P. Tamingo were appointed as Secretary and Treasurer respectively. This set of Barangay officers will serve until an Election shall be declared to replace those whose terms shall expire. Antonio T. Codamon died in January of 2025 not finishing his term as Punong Barangay of this Barangay. Principle of Leadership succession will promote Jocelyne Pascua as the Punong Barangay from this year onward.
