CITIZEN'S CHARTER

The Municipal Human Resource Management Office (MHRMO) is the central department responsible for the lifecycle of public servants within a local government office (LGU). Its madate is rooted in the Local Government Code of 1991 (RA 7160) and reinforced by the rules of the Civil Service Commision (CSC).

Broadly, the MHRMO is tasked with ensuring that the municipality has professional, competent, and honest workforce dedicated to public service.

The MHRMO is mandated to develop and implement a comprehensive and balanced personnel system. This system must promote:

Morale and Integrity: Ensuring ethical conduct and high spirits among staff.

Efficiency and Responsiveness: Streamlining process to serve the public better.

Courtesy: Ensuring a "client-first" attitude in government service.

KEY FUNCTIONAL AREAS

The office typically operates across four "pillars" of Human Resource Management, often refered

A. Recruitment, Selection, and Placement (RSP)

➤ Establishing a sound recruitment system based on merit and fitness.

➤ Publishing vacant positions and screening applicants through the Human Resource Merit Promotion and Selection Board (HRMPSB).

➤ Prepairing and processing appointments for submission to the CSC.

B. Learning and Development

➤ Conducting Training Needs Analysis (TNA) to identify skill gaps.

➤ Implementing capacity-building programs and orientations for new employees.

➤ Managing scholarship grants and career advancement opportunities.

C. Performance Management (PM)

➤ Implementing the Strategic Performance Management System (SPMS).

➤ Monitoring and evaluating employee performance targets and outputs.

➤ Ensuring that performance ratings are used as a basis for promotion and incentives.

D. Rewards and Recognition (R&R)

➤ Managing the Program on Awards and Incentives for Service Excellence (PRAISE).

➤ Identfying and rewarding top-performing employees to boost productivity.

ADMINISTRATIVE RESPONSIBILITIES

Beyond strategic HR, the MHRMO handles the "nitty-gritty" of personnel administration:

Record Management: Maintaining the 201 Files, Personal Data Sheets (PDS), and Service Records.

Benefits & Leave: Processing leave applications, terminal leave pay, and monetization of leave credits.

Compensation: Preparing parolls, salary adjustments, and step increments.

Compliance: Monitoring the submission of the Statement of Assets, Liabilities, and Net Worth (SALN).

SERVICES
I. Application for Leave

Appointive Municipal Officials and Employees whether Permanent, Temporary or Casual who render work during the prescribed office hour shall be entitled to 15 days Vacation Leave and 15 days Sick Leave annually..

II. Approval of Travel Order/Pass Out Slip

Municipal employees must secure approved Travel Order before going on Official Business and Approved Pass Out Slip when leaving the office for personal transaction during office hours.

III. Issuance of Service Records and Certifications

Employees may request Certifications anytime.

IV. Hiring of Employees

Applicants for any vacant positions shall undergo in-depth selection process.

V. Appointment Preparation

Appointment is issued to the most qualified applicant who undergone in-depth selection process.
