MANDATE

This Citizens's Charter for the Municipal Planning and Development Coordinator (MPDC) office is designed in compliance with Republic Act 11032 (Ease of Doing Business and Efficient Government Service Delivery Act). It serves as a public guarantee of transparency, efficiency, and accountability.

The Office of the Municipal Planning and Development Coordinator is mandated to serve as the cheif planning and advisory body of the Municipal Government. It is responsible for the formulation of integrated economic, social, physical, and other development plans and policies. The office ensures that all local resources are utilized efficiently through data-driven research, spatial organization, and rigorous monitoring of government programs.

To formulate comprehensive and participatory development plans, provide technical assistance to various stakeholders, and monitor the effective implementation of programs and projects to ensure the efficient delivery of basic services.

KEY FUNCTIONAL AREAS

The office typically operates across four major pillars:

1. Planning and Policy Formulation

Comprehensive Land Use Plan (CLUP): Drafts the long-term blueprint for how land in the municipality is used (residential, commercial, agricultural, etc.).

Comprehensive Development Plan (CDP): Formulates multi-sectoral plans that address health, education, economy, and infrastracture.

Zoning Ordinances: Assists in the enactment and enforcement of zoning rules to ensure orderly spatial growth.

2. Research and Statistic

Data Management: Functions as the central repository of municipal data.

Socio Economic Profile: Conducts continuing studies and researches necessary to render a "snapshot" of the municipality's current status.

3. Monitoring and Evalution

Project Oversight: Monitors the implentation of various development programs and projects to ensure the align with the approved plans.

Impact Assessment: Evaluates whether implemented projects are actually achieving their intended goals for the community.

4. Technical Support

Secretariat to the MDC: Serves as the primary support arm for the Municipal Development Council (MDC)

Budget Alignment: Coordinates with the Budget Office to ensure that the Annual Investment Program (AIP) is funded and prioritized.

1. Issuance of Locational Clearance (New Building / Structure)

Required for all construction projects to ensure they conform to the Municipal Zoning Ordinance.

➤ Classification: Simple

➤ Type of Transaction: G2C (Government to Citizen) / G2B (Government to Business)

➤ Total Processing Time: 3 Working Days (Standard)

➤ Requirements:

• Letter of Intent (Addressed to the MPDC)

• Certified True Copy of Land Tittle (TCT)

• Tax Declaration and Current Tax Clearance

• Building Plans (Site Development Plan, Floor Plan) signed by a Engineer/Architect

• Barangay Clearamce for Construction

2. Issuance of Zoning Certification

Issued for land classification verification, bank loan requirements, or DAR clearance.

INTERNAL SERCVICES
Provision of Municipal Data/Ecological Profile

Assistance to other departments, students, or researchers seeking socio-economic data.
