I. MANDATE

Pursuant to Section 476 of Republic Act 7160 (Local Government Code 1991), the Municipal Planning and Development Coordinator (MPDC) is the primary office responsible for the formulation of integrated economic, social, physical, and other development plans and policies for the consideration of the Local Development Council.

III. MISSION

To formulate comprehensive and participatory development plans, provide technical assistance to various stakeholders, and monitor the effective implementation of programs and projects to ensure the efficient delivery of basic services.

IV. KEY FUNCTIONAL AREAS

The office typically operates across four major pillars:

1. Development Planning:

➤ Formulating the Comprehensive Land Use Plan (CLUP) and Comprehensive Development Plan (CDP)

➤ Preparing the Annual Investment Program (AIP) and Local Development Investment Program (LDIP).

2. Research and Statistic:

➤ Conducting comtinuing studies and research for project evolution.

➤ Maintaining the municipal database and ecological profile.

3. Zoning and Land Use:

➤ Enforcing the Zoning Ordinance.

➤ Processing and issuing Locational Clearance and Zoning Certifications.

4. Monitoring and Evaluation:

➤ Tracking the progress of government-funded projects and activities.

➤ Evaluating the impact of implemented programs on the local community.

V. EXTERNAL SERVICES
1. Issuance of Locational Clearance (New Building / Structure)

Required for all construction projects to ensure they conform to the Municipal Zoning Ordinance.

➤ Type of Transaction: G2C (Government to Citizen) / G2B (Government to Business)

➤ Total Processing Time: 3 Working Days (Standard)

➤ Requirements:

• Letter of Intent (Addressed to the MPDC)

• Certified True Copy of Land Tittle (TCT)

• Tax Declaration and Current Tax Clearance

• Building Plans (Site Development Plan, Floor Plan) signed by a Engineer/Architect

• Barangay Clearamce for Construction

1. Issuance of Zoning Certification

Issued for land classification verification, bank loan requirements, or DAR clearance.

➤ Total Processing Time: 45 Minutes
