The mandate of a Municipal Tourism Officer (MTO) is rooted in the development, promotion, and regulation of local tourism to drive economic growth while preserving cultural and environmental integrety.
While specific duties can vary based on local ordinances, the core mandate generally falls into four primary pillars:
The MTO serves as the cheif architect of the municipality's tourism strategy.
➤ Formulation of the Tourism Development Plan: Creating a long-term roadmap that aligns with provincial and national standards.
➤ Policy Recommendation: Advising the Mayor and the Sangguniang (Council) on legislation regarding tourism zones, heritage protection, and local incentives.
➤ Data Management: Fathering and analyzing "Tourism Statistics" (visitor arrivals, occupancy rates, and revenue) to measure the industry's local impact.
To ensure a high-quality experience for safety for the community, the MTO oversees:
➤ Accreditation: Ensuring that hotels, resorts, tour guides, and transport services meet national and local quality standards.
➤ Inspection: Conducting regular checks on tourism-related establishments for compliance with health, safety and environmental laws.
➤ Licensing Support: Coordinating with the Business Permits and Licensing Office (BPLO) to streamline the registration of tourism enterprises.
This is the "creative" side of the mandate - making the municipality a destination people actually want to visit.
➤ Site Enhancement: Identifying and developing natural, historical, and man-made attractions (e.g., trekking trails, museums, or plazas).
➤ Marketing and Branding: Managing the town's "brand", social media presence, and participation in travel fairs.
➤ Event Management: Organizing local festivals, trade fairs, and cultural celebrations that draw in tourists.
Perhaps the most vital mandate is ensuring that tourism doesn't destroy what it seeks to celebrate.
➤ Capacity Building: Providing training for locals (e.g. community-based tour guiding, hospitality workshops).
➤ Heritage Conservation: Protecting tangible assets (ancestral houses, landmarks) and intangible assets (folk dances, traditional crafts).
➤ Sustainable Practices: Implementing "Green Tourism" initiatives to manage waste and protect natural resources from over-tourism.
The MTO acts as the bridge between the government, the private sector (business owners), and the local community to ensure tourism is economically viable but socially responsible.
